The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) is looking for an experienced Project Manager to coordinate a series of major replacement and upgrade activities at the High Flux Isotope Reactor (HFIR).
NScD operates HFIR and the Spallation Neutron Source (SNS).
Together these facilities operate 30 instruments for neutron scattering research, each year carrying out more than 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists.
HFIR also provides unique facilities for isotope production and neutron irradiation.

gov ORNL is planning major improvements and upgrades to its neutron sources over the coming years that include the replacement of the HFIR permanent beryllium reflector as it approaches the end of its lifetime.
Because the reflector replacement will require a major shutdown there is opportunity to make other improvements at the same time while minimizing the impact of the downtime on facility users.
The neutron scattering instruments in the beam room and the neutron guides feeding the cold guide hall must be removed, stored, and replaced to provide access to the reactor vessel:
A concurrent opportunity exists to upgrade instrument configuration and performance to the overall benefit of the user community.
This set of activities for maintenance of the reactor and improvements to the neutron scattering instrument suite has been grouped into the HFIR Beryllium Reflector Replacement (HBRR).
Purpose:
This position provides leadership and overall management for the HBRR activities.
HBRR is roughly a 6-year activity for a $100 M update of the HFIR facilities to include the beryllium reflector replacement itself in 2028 and the complete removal and reinstallation of the neutron guides and instruments for the neutron science program.
This project represents a major opportunity to upgrade the neutron science capabilities at HFIR.
The Project Manager (PM), Neutron Sciences Directorate (NScD), will have the responsibility to exercise broad management judgment for coordinating the project functional areas.
The PM ensures that available resources are coordinated such that progress remains on track to ensure reactor refurbishment goals and neutron scattering goals for high quality beam time.
The PM reports directly to the Director for HFIR Upgrades and remains in close contact with the technical leads and division directors from the divisions responsible for the reactor and neutron science operations, as well as the Associate Laboratory Director (ALD) for Neutron Sciences.
The main considerations are that the users of HFIR isotope, irradiation and scattering capabilities have minimum negative impacts and maximum long-term benefits, provided by the upgrades to scientific capability.
The PM will provide the oversight to ensure these objectives are met and will represent the project in reviews and presentations.
This position requires an experienced project manager with a specialized background in management of multi-disciplinary teams in a scientific facility.

Responsibilities:
Provide leadership for the HBRR activities Provide advice and recommendations to the Director of the HFIR Upgrade Project, ALD and laboratory leadership on strategy and resources needed to manage the execution of the HBRR activities Appoint, manage, and coordinate with one or more project managers who maintain realistic resource-loaded schedules to track schedule and cost Work with key stake holders in the Research Reactor Division (RRD), Neutron Scattering Division (NSD), and Neutron Technologies Division (NTD) to identify and remedy integration issues including facility availability, vendor availability and procurement timeliness, and design problems.
Represent ORNL before review committees, advisory committees, and visitors; and at conferences, workshops, invited talks/lectures, and technical meetings Commit to ORNL's Research Code of Conduct by holding yourself and others to the highest scientific, professional, and ethical standards.

This position requires the ability to obtain and maintain a clearance from the Department of Energy.
As such, this position is a Workplace Substance Abuse (WSAP) testing designated position.
WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Reports to Director of the HFIR Upgrade Project; Interfaces with NScD ALD, Division Directors and Chief Operating Office, Deputy Director for Science, Business, Operations, Safety and Human Resource Managers.
