6 Full-time 1 day ago Full Job Description Bristol Bay Construction Holdings LLC is seeking a motivated professional to join our team as the Director of Proposals.
The Director of Proposals will lead Proposal Manager(s) in the development of technical proposals in response to various Department of Defense, federal government, and non-federal solicitations.
The position will be responsible for the direction, oversight, and continuous improvement of the proposal development team across numerous subsidiaries with multiple business lines including vertical and horizontal construction, fuel services, energy services, environmental services, facility support services, and professional services.
The Director of Proposals is ultimately responsible for ensuring the proposal development team is supporting operations in an effective manner in the pursuit for new contracts.
SPECIFIC DUTIES:
Assist Proposal Manager(s) to develop compliant and winning proposals.
Be responsible for allocation, prioritization, and management of personnel resources for proposals development.
Manage progress to maintain proposal schedules, ensuring proposals are complete and delivered on or before deadline.
Support Proposal Manager(s), if required, in review of solicitations/request for proposals to establish if company meets the required qualifications Review proposals (quality control review) prior to submission to ensure compliance with the client's solicitation/request for proposal requirements.
Ensure technical material contributed by team is presented in one-author writing style.
Ensure proposal consistencies across business lines while allowing for a level of individuality.
Identify new approaches to presenting information and communicating groupwide in order to consistently strive towards improving presentation.
Evaluate current processes and establish, as needed, new processes.
Be responsible for proposal (project descriptions) database maintenance.
Assist in the maintenance and enhancement of an electronic repository of content utilized in proposal processes - especially project descriptions, frequently used clauses, etc.
Take on responsibility for proposal sections, as needed, during high bid season.
Analyze proposal debrief data to refine go/no-go strategy and percentage go/win.
Monitor and evaluate proposal success rates to identify potential areas for process improvements; Initiate and coordinate process improvement efforts.
Manage proposal group staff ( 10 employees in varying locations) including annual reviews.
Coordinate with Director of Marketing to ensure messages are consistent, information is current, and all relevant information is communicated between groups.
Gather and analyze data, reason logically and creatively, draw conclusions, and make appropriate recommendations.
Interface with multiple departments and balance multiple tasks in a deadline oriented environment.
Must be flexible, organized, and maintain positive communication with coworkers and team members.
AUTHORITIES:
The Director of Proposal's staff may include direct and indirect reporting employees.
As such, this position requires superlative teamwork and relationship building skills.
REPORTING:
The position will report directly to the Chief Business Development Officer.
QUALIFICATIONS / SKILLS:
Minimum of a bachelor's degree from an accredited university.
Degree in journalism, marketing, communications, public relations, business, environmental/construction-related industries, or similar.
Proficiency in American English language (composition, spelling, grammar, and punctuation).
Proficiency with computer and Microsoft Office Suite.
Experience with Adobe Creative Suite a plus.

years in proposal/technical writing and 3
years in leading team(s) of proposal managers, technical writers/staff, or similar desired.
Excellent oral communication skills.
Technical writing and proposal development experience.
Thorough understanding of proposal and presentation best practices, including how best to convey messages, themes, discriminators, and responses to evaluation criteria.
Proven track record in managing and winning federal proposals from $10-100M+.
Excellent organizational skills, detail oriented.
Familiarity or previous Alaska Native Corporation experience a plus.
Familiarity or previous 8(a), small disadvantaged business entity experience a plus.
Strong interpersonal skills to assist and communicate with staff and clients (both written and verbally).
Maintain a high degree of credibility, independence, integrity, confidentiality, and trust with senior leadership and operations.
Strong leadership skills are essential, as are strong verbal and written communication skills.
Strives to develop partnerships, teamwork, and good working relationships - seen as a resource as opposed to being seen as an obstruction.
Maintains an open management style.

Ability to prioritize and organize, work well under stress, and meet deadlines.

TRAVEL / REPORTING LOCATION Remote work position The position requires < 25% travel.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
