PURPOSE:
Provide logistical, data management, and operational support to the IEAV Operations.
Provide direct support to the ORISE and OGS Director as well as the Survey Operations Director.
Coordinate logistics for large, complex projects and working with data flow, documentation, and reporting.
Duties also include trouble shooting problems with complex project pre-mobilization logistics, assisting with the preparation of technical reports, and serving as the organizational representative and operations manager for the organization.
Responsibilities:
Manages team mobilizations by working directly with the Survey Operations Director to ensure logistical and pre-mobilization tasks associated with large, complex survey deployments are identified, tracked, implemented.
Works with and coordinates with other IEAV staff to ensure all pre-deployment activities are completed on schedule.
Provides additional support to Survey Operations Directors for complex Programmatic initiatives as requested.
Performs a variety of organizational level duties including representing the program on ORAU teams and with other organizational units.
This includes being the program representative, reporting, and performing duties associated with records, procurement, travel, facilities, transportation, safety, ITS, and security.
Performs a large volume of purchases using the government VISA credit including working with field staff to identify specifications and locate vendors for specialty items.
Track supply needs for multiple projects working with admin and technical staff and project managers to ensure timely delivery and contestant supply of essential materials.
Collaborates with Survey Operations Director and Quality Manager on the implementation and maintenance of the IEAV Quality Program including working with staff at all levels to maintain adherence to quality requirements.
Independently prepare purchase requests and check requests.
Monitor supply levels and order general and project specific supplies.
Prepares Travel Expense Reports in the travel management system.
Independently coordinates all telecom and ITS requirements for Program.
Routine monitoring, trouble shooting and working with service reps for vending and office machines.
Develops program calendars which includes staffing levels to support team mobilization to concurrent, multiple sites.
Recognizes and reports potential issues.
Plans months in advance for mobilizations, training, audits, computer refresh, equipment needs, etc.
Collaborates with Director on budgeting and financial forecasting for Overhead accounts and Projects.
Compiles, monitors and makes available financial data such as funding, costs, revenues, and other associated project costs to ensure effective project management.
Qualifications:
Bachelor's degree in business, scientific, technical, education or related field and 0-2 years of job-related experience.
An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
Experience with office management including associated office equipment and software.
Advanced knowledge of Word software is essential.
Strong organizational skills necessary to maintain document control requirements and procedure manual critical record files.
Excellent skills regarding electronic document handling for insertion of graphics and complicated tables and management of electronic document size and required resolution.
Experience coordinating with support groups, the EHS office, and S&S is essential.
Must pick up new tasks quickly in order to maintain compressed project schedules.
Must have the ability to coordinate complex projects on a short deadline.
Experience in federal contracting a plus.
In-depth knowledge of software programs and ability to learn new features quickly and trouble shoot problems with very complex documents.
Also, advanced cellphone, telephone, facsimile and copier features and operation.
Ability to trouble shoot office machine problems and work with service reps.
Knowledge of ORAU/ORISE policies for travel, purchasing, visitor control, work requests for FTD, ISD, and CM, VISA purchases - including serving as VISA gatekeeper - and other procurement tasks.
Ability to work independently & with other admin staff members to prioritize work requests and monitor supplies to know when to place orders.
Understanding of field survey processes is essential in order to support the Survey Projects Manager.
The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.

Estimated Salary: $20 to $28 per hour based on qualifications.
