33 PURPOSE:
To administer the day-to-day activities of the organization's benefits and compensation programs.
Benefits and Compensation Administration includes work focused on assisting and advising employees with benefit changes, enrollment process, eligibility, coverage amounts/options, variable pay processing, employee position documentation, legal compliance, and claims.
Responsibilities:
Benefits Coordination:
Performs participant enrollments, terminations, and personal information changes in health insurance and Section 125 plans.
Researches and resolves employee concerns and claim problems related to healthcare plans, including direct contact with participants, health insurance vendors, and healthcare providers (physicians and hospitals).
Refers complex cases to Human Resources (HR) Management.
Ensures employee understanding of all health insurance and Section 125 plans by verbal and written communication and by counseling employees/dependents as situations arise.
Participates in and provides input regarding negotiations for medical, prescription drug, dental, and vision contracts and extensions.
Prepares related documentation.
Participates in vendor representative meetings to discuss contract changes, renewals, and administrative issues.
Assists with communicating changes to employees.
Coordinates and administers Oak Ridge Associated Universities (ORAU) service, retirement, and wellness award program via Awardco.
Benefits Administration:
Reconciles invoices and prepares reports for all medical, dental, vision, Section 125, and voluntary benefit plans.
Drafts and proofs retirement letters.
Prepares mailings.
Updates benefit summaries, communications, and holiday schedules.
Updates HR Website and Repositories.
Assists in the preparation of legally required and Department of Energy (DOE) required documents and forms.
Coordinates Consolidated Omnibus Budget Reconciliation Act (COBRA), retirees, and displaced workers with external vendor.
Compliance:
Service Contract Act (SCA) Coordinates annual Health & Welfare (H&W) review to determine new rates and communicate Wage Determinations and H&W rates to affected employees.
Determines nonexempt employees' eligibility for additional H&W cash equivalent based on benefit selection.
Maintains and tracks all H&W related changes.
Communicates SCA information to employees upon New Hire, Status Changes, H&W changes etc.
Tracks all Holiday and Paid Time Off (PTO) hours in compliance with SCA.
Paid Sick Leave Monitoring and Administration Tracks and ensures compliance with Paid Sick Leave Requirement.
Affordable Care Act (ACA) ACA Variable Hour Data Tracking.
Assists in monitoring and tracking other ORAU leave programs.
Administration:
Serves as Record Inventory Disposition Schedule (RIDS) coordinator for Compensation and Benefits.
Develops annual Holiday Schedules.
Creates and maintains employee Position Questionnaire (ePQ) files new hire, job changes, 3-year review, and separation.
Coordinates and manages ORAU's Pollard Scholarship Program.
Employee Awards System:
Processes and tracks all employee awards.
Conducts bi-monthly Employee Award System Award Oversight Committee (AOC) process, setting up SharePoint site, notifying AOC members of due dates, troubleshooting SharePoint site problems, and emailing executives regarding AOC concurrence on nominations.
Qualifications:
Bachelor's degree and 0 - 2 years of job-related experience.
An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
Must have the ability to apply basic knowledge and quickly acquire more in-depth knowledge to successfully complete assignments.
Must be able to effectively manage a demanding workload.
Must have the ability to research and analyze general data and information to distill focused and useful form.
Must have the ability to make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, and regulations.
Must be able to organize and prioritize work.
Flexibility and the ability to multi-task and move from one task to another quickly are essential.
Must have experience with Microsoft Office, to include Word, Excel, PowerPoint, and Outlook; Oracle experience preferred.
Knowledge of compensation, benefits, human resource information systems, various HR-related regulations and laws, and government compliance is preferred.
Must have excellent communication (oral & written), administrative coordination, interpersonal skills, and good judgment.
Must be able to work effectively, both independently and on teams; be detailed and deadline oriented; and handle disruptions calmly.
Must be able to maintain confidentiality.
The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
