This career developmental position will be filled at the GS-09 grade level. The full performance level of this position is GS-12. At the lower grade levels, the selectee will perform developmental assignments under close supervision than that required at the full performance level of GS-12. Assignments become progressively more difficult until the next performance level is reached.As a GS-09, Human Resources Specialist, you will:
Perform routine personnel management functions in assigned areas. Respond to customers and resolves HR staffing questions and issues, requests for information, researching related legal and regulatory requirements including equal employment opportunity (EEO) and affirmative action guidelines and laws, to properly assist in most effective hiring methods. Draft vacancy announcement for positions. Review and analyze application for basic qualifications and assist in issuing certificates and tentative and final offer letters. Advise managers and supervisors on staffing requirements and in planning and administering the merit staffing programs and recruitment processes. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
Experience applying basic human resources policies, methods, and practices to conduct fact-finding and recommend solutions to routine actions; and Experience responding to a requests for human resources information such as inquiries from applicants and hiring managers; and Experience researching regulatory guidance to respond to inquiries, or to identify problems, or issues to be resolved; and Experience using automated systems to produce products, maintain records, track suspense's, or gather data to develop reports. or Successfully completed a master's or equivalent degree or Completed 3 years of progressively higher level graduate education leading to such a degree or Possess a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position. Knowledge of automated processes and procedures that facilitate processing personnel actions. Knowledge and ability to administer special emphasis recruitment programs such as career intern, persons with disabilities and advise management on special emphasis placement opportunities. Knowledge of and skill in applying, fundamental Human Resources laws, principles, systems, policies, methods, and practices relating to Recruitment and Placement to advise on the procedural and regulatory requirements governing the merit promotion processes. Knowledge of and skill in applying, basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment to advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services. Ability to write and orally communicate techniques sufficient to either discuss recruitment and staffing issues or to train employees on how to apply for positions and to advise on procedural and regulatory requirements governing the recruitment and placement program. Ability to prepare reports to convey basic personnel information. Ability to analyze facts, draws conclusions and devise practical recommendations for actions. Knowledge of customers' mission and organizational structure to provide effective advisory and assistance services. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
