As a Supervisory Contract Specialist, you will:
Execute contracts, financial assistance instruments, and interagency agreements as Contracting Officer for the Department and approve contractor's subcontracts and purchase orders on behalf of the Department subject to the incumbent's delegated authority. Furnish advice and guidance to management, contracting officers, and program offices and other divisions on matters pertaining to acquisition and administrative policies and procedures involving changes in procedures, regulations, laws, and good business practices, and regarding specific situations and problems. Plan, direct, and coordinate special management reviews of various procurement and policy functions for purposes of resolving specific problems or developing and recommending new or revised policies, procedures, and practices. Direct or conduct independent reviews of proposed contract, financial assistance, and interagency agreement actions generated by contract specialists within the Procurement and Contracts Division. Exercise delegated managerial authority to develop short- and long-range work plans and schedules for Federal or contracted work performed by the organization. Strategically plans organize, evaluate, direct, and supervise the work of professional and administrative staff engaged in substantive business and contract related efforts. Specialized experience for this position is defined as:
Serving as, or have served as, warranted contracting officers, obligating the Government, and making decisions and determinations on behalf of the Government, on a variety of legal agreements. Working with complex issues such as pre-financing, determining returns-on-investments, questions of cost accounting standards, or organizational conflicts of interest. Establishing work assignments based on workload and individual expertise; reviewing assigned work; taking action to resolve customer or employee's problems or complaints. Knowledge of the regulations governing Government procurement and the objectives of the Integrated Service Center (ISC) operations which must be integrated and analyzed in depth in arriving at specific actions and recommendations. Skills in problem and conflict resolutions which may encompass financial, legal, budgeting, patent, security, safety, and health issues and require complex coordination, planning, and decision making. Skills in resolving and interpreting ambiguous and conflicting Federal statutes, OMB circulars, Presidential Executive Orders, and DOE regulations. Skills in providing expert technical advice and assistance to other elements of the field office, contractors, DOE Headquarters, other field offices, other Federal agencies, and the general public on matters relating to Oak Ridge Office's procurement program. Skill in oral and written communications on complex or controversial matters, to enable convincing presentations to higher levels of authority at both organizational and agency level, involving technical and non-technical audiences, and require interpersonal skills sufficient to effectively address controversial and sensitive matters, including team member issues; and to assess the audience and prepare and deliver presentations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
