As a Contract Specialist at the full performance level (GS-13), you will:
Award and administer a variety of contract types and modifications and approve or consent to subcontracts within delegated authority. Evaluate, negotiate, and execute contracts, and changes thereto. Negotiate the more complex contractual agreements. Perform and coordinate cost and price analyses of proposed procurement actions to establish a realistic base of cost estimates preparatory to the negotiation of fair and reasonable prices. SPECIALIZED EXPERIENCE REQUIREMENTS:

Preparing contract solicitations, administering established contracts, creating related contract modifications, closing out contracts, and monitoring the contractor's performance throughout the life of the contract for compliance with contract terms and conditions. GS-13:

Analyzing new policies to determine the extent of their influence upon other policies and procedures and whether such effects have an adverse impact on the overall regulatory and policy objectives of the departmental contracting program; negotiating contracts to incorporate required clauses, agreeing to, or developing alternate language where necessary; performing research of correspondence, web sites, databases and other electronic media to provide analysis and documentation to support decisions that are executed; reviewing, analyzing, interpreting, and recommending of acquisition policies and procedures covering a variety of contracting issues for DOE. Knowledge and skill in all stages of the procurement process and in negotiation techniques, from solicitation to contract closeout, as applicable to a variety of contract types and arrangements. Knowledge of business and industrial practices including generally accepted accounting and cost principles and delivery schedules sufficient to evaluate contractor proposals, claims, and performance. Skill in written and oral communications to negotiate and administer complex contracts. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
