This career developmental position will be filled at the GS-09 or GS-11 grade level. The full performance level of this position is GS-12. At the lower grade levels, the selectee will perform developmental assignments under close supervision that are required at the full performance level of GS-12. Assignments become progressively more difficult until the next performance level is reached. As a full performance, GS-12 Human Resources Specialist (Classification), you will:
Utilize a wide range of Human Resources (HR) practices, laws, regulations, policies, and precedents sufficient to:
provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices; provide detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; use of non-standard operating practices or highly modified HR work procedures for delivering effective HR services. Deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of Department of Energy (DOE) and Shared Service Center (SSC) findings and recommendations. Determine correct classification by comparison to existing standards related to the work, and prepares necessary evaluation statements. Evaluate position management in assigned organizations and assists supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. Experience assisting with applying Human Resources regulations, policies and laws; and Experience performing a wide variety of Human Resources support duties that assisted with staffing, classification or processing of Human Resources actions; and Experience performing customer service activities by responding to Human Resources related inquiries. OR Possess a master's or equivalent degree or possess 2 full years of progressively higher level graduate education leading to such a degree or possess an LL.B. or J.D. related to duties of this position. OR Possess a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position. GS-11:

Experience:
Experience applying a wide range of classification and position management theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures; and Experience reviewing and interpreting classification standards, organization charts and related documents; and Experience preparing official written classification products such as classification evaluation statements, classification metrics, position designation record and classification reports; and Experience providing recommendations and advice to management officials related to classification. OR Possess a Ph.D. or equivalent doctoral degree or possess 3 full years of progressively higher level graduate education leading to such a degree or possess an LL.M related to the duties of this position. OR Possess a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position. Knowledge of and ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions. Ability to provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Ability to communicate orally and in writing. Ability to classify positions performing work of a judgmental nature such as professional, scientific, administrative and technical positions. Classification of these positions is further complicated by the complex and unstable organizations in which they operate and the in-depth understanding of work processes needed to apply classification standards and guides. Skill in serving as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
