As a Supervisory Contract Specialist, you will:
Execute contracts, financial assistance instruments, and interagency agreements as Contracting Officer for the Department and approve contractors' subcontracts and purchase orders on behalf of the Department subject to the incumbent's delegated authority. Furnish advice and guidance to management, contracting officers, and program offices and other divisions on matters pertaining to acquisition and administrative policies and procedures involving changes in procedures, regulations, laws, and good business practices, and regarding specific situations and problems. Plan, direct, and coordinate special management reviews of various procurement and policy functions for purposes of resolving specific problems or developing and recommending new or revised policies, procedures, and practices. Direct or conduct independent reviews of proposed contract, financial assistance, and interagency agreement actions generated by contract specialists within the Office of Assistant Manager for Procurement and Contracts. Exercise delegated managerial authority to develop short- and long-range work plans and schedules for Federal or contracted work performed by the organization. Strategically plans, organizes, evaluates, directs, and supervises the work of professional and administrative staff engaged in substantive business and contract related efforts. Specialized experience for this position is defined as:
Experience planning, negotiating, and/or administering complex procurements of goods, systems or services with specialized, state-of-the-art, critical or scarce requirements. Experience performing long-range strategic procurement, contract, and financial assistance planning activities and serving as an expert consultant and advisor to management on procurement, contracting, and financial assistance functions, activities, and requirements, or Experience providing managerial direction and authority to subordinate staff engaged in the overall planning and direction of procurement and contracting. Experience must include establishing work assignments based on workload and individual expertise; reviewing assigned work; and taking action to resolve customer or employees' problems or complaints. For the GS-15 grade level, a FAC-C Level III certification is required. Skill in oral and written communications on complex or controversial matters, to enable convincing presentations to higher levels of authority at both organizational and agency level, involving technical and non-technical audiences, and requiring interpersonal skills sufficient to effectively address controversial and sensitive matters. volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
