Supervisory Contract Specialist

As the Assistant Manager, you will Solicit, award and administer contracts on behalf of the government within delegated authority. Participate, as a member of senior management, in the development of local procedures and standards. Furnish advice to customers on matters pertaining to contract policies and procedures. Serve as Source Evaluation Board Chair for sensitive, critical, and/or high dollar value procurement. Direct ISC small and disadvantaged business programs. Manage independent reviews of contract actions. Manage the Office of Procurement and Contracts providing the full range of supervisory functions for the staff. This position is part of an approved reorganization planned for implementation in Fall 2019. Upon implementation, this position will evolve to Assistant Manager, Office of Acquisition and Business Services. Managed functions will include acquisitions, personal and real property management, contractor industrial relations, small and disadvantaged business programs, and related business activities in support of the Science Enterprise. SPECIALIZED EXPERIENCE REQUIREMENTS:

For this position, experience must be at least equivalent to the EJ-III or GS-13 level. Specialized experience for this position is defined as:
Experience applying laws, regulations, and business policies and practices applicable to procurement and contracting, and business services. Experience accomplishing the mission and vision of a large professional organization through implementation of results oriented management and leadership techniques, and Experience serving as the primary point of contact to represent a large, professional organization, both orally and in writing, to corporate executives, stakeholders, partners, and other government entities. Per the OPM qualification standard for 1102 positions at the GS-13 and above, applicants must have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions. The U.S. Department of Energy (DOE) requires applicants to be Level III certified in the DOE Acquisition Career Management Program or equivalent contracting certification program with a Federal agency (such as Federal Acquisition Certification-Contracting, or FAC-C) to be eligible for placement into an EJ-IV contracting position. You must demonstrate you meet this requirement to receive consideration for this position. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service Programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
