As a GS-12, full-performance level, Human Resources Specialist (Recruitment and Placement) you will:
Perform recruitment and placement activities for assigned personnel actions to include coding personnel actions. Conduct research into policies, procedures and operations involved in staffing and placement actions in order to ensure compliance with all rules and regulations and/or make decisions based on this research. Prepare reports and documents related to staffing and recruitment actions to include improvements in agency policies and practices, Job Opportunity Announcements, and Job Analysis documents. Determine qualifications and eligibility for Delegating Examining, Merit Promotion and Special Hiring Authorities (e.g. Schedule A, VRA, ICTAP). Advise management and peers regarding HR products related to staffing and placement actions to include missing documents/information, policy, regulation requirements, or to persuade others to work toward mutual beneficial goals and/or opportunities. SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-09:
Applicants may qualify for the GS-9 level of this position based solely on education, specialized experience, or a combination of education and specialized experience. To qualify based solely on SPECIALIZED EXPERIENCE at the GS-9 Grade Level, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position at the GS-9 is defined as:
applying basic human resources policies, methods, and practices to conduct fact-finding and recommend solutions to routine actions; responding to requests for human resources information such as inquiries from applicants and hiring managers; researching human resources regulatory guidance to assist with recruitment and staffing actions and using automated systems to produce products, maintain records, track suspense's or gather data to develop reports. OR To qualify based solely on EDUCATION at the GS-9 Grade Level, an applicant must possess one of the following:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the work of this position as described in the vacancy announcement. OR An applicant can qualify for the GS-9 level through a COMBINATION OF EDUCATION AND EXPERIENCE listed above. GS-11:
Applicants may qualify for the GS-11 level of this position based solely on education, specialized experience, or a combination of education and specialized experience. To qualify based solely on SPECIALIZED EXPERIENCE at the GS-11 Grade Level, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service. providing civilian human resources advice and guidance to managers, employees and applicants; providing assistance with recruitment actions to include performing job analyses, developing vacancy announcements, reviewing qualifications and extending job offers; processing SF-52 actions to include pay setting and appropriate coding; and using HR systems and databases to retrieve/analyze information. OR To qualify based solely on EDUCATION at the GS-11 Grade Level, an applicant must possess one of the following:
PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of this position as described in the vacancy announcement. OR An applicant can qualify for the GS-11 level through a COMBINATION OF EDUCATION AND EXPERIENCE listed above. GS-12:

applying analytical methods to identify, evaluate, and recommend appropriate actions or resolve complex problems and issues; researching and interpreting human resources regulations (i.e. 5 Code of Federal Regulations (5 CFR), Delegated Examining (DE) Handbook, and Merit Promotion (MP) policies and procedures to perform internal and external recruiting strategies; performing quality reviews on recruitment packages to ensure completeness and accuracy; and utilizing human resources automated systems (i.e. Monster, USAStaffing, eOPF) to support and supplement the recruitment process. Ability to provide comprehensive HR services to management and employees throughout organizations serviced and to analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Skill in serving as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations. Knowledge of and ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions. Ability to accurately assess long-range needs for complex and highly technical HR projects and to assess multiple project priorities and interrelationships to other HR initiatives. Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies and to represent the agency, and prepare HR documentation. Knowledge of current HR database systems to query, retrieve, and analyze information in order to complete assignments. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
