As a Security Specialist, you will:
Provide oversight and management of all aspects of the Personnel Security and the Human Reliability Program (HRP) at NPO. Serve as subject matter expert and primary authority in the areas of HRP including personnel security, protective force, physical security systems, protection program management and other safeguards and security areas. Provide upper management with recommendations of program and policy changes. Analyze derogatory and mitigating information concerning HRP incumbents and makes HRP determinations. Represent NPO at a wide range of meetings and conferences pertaining to HRP and personnel security programs, policies, and issues affecting NPO. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the federal service, i.e., NQ-02, NV-03, or GS-12. Specialized Experience for this position is described as:
Experience reviewing and assessing security clearance and HRP applicants' background information to ensure they meet the highest standard of judgment and reliability for access to classified information and special nuclear material. Examples of Specialized experience that an applicant could have performed in another position that may meet this requirement can include:
Experienced or had delegated responsibility for determining initial, continued, and denial of employment or site access of personnel based on a review of employment history, medical status (physical and psychological) and personal reliability based on lifestyle issues/challenges (i.e., arrest, controlled substance use, personal finances, marriage, and family issues). Able to emphatically articulate standards and rationale for decisions/determinations based on CFR requirements at all levels of management that ensured a consistent and effective approach. Experienced at clearly communicating (verbal and written) with senior level management at the site and HQ levels (i.e., federal senior management and program office managers) in supporting or justifying a decision or recommendation. Additionally, experienced at maintaining frequent and clear communications with local professionals (i.e., medical doctors, lawyers, etc.) and federal and contractor technical staffs. Past experience of working independently to track and maintain accurate cognizant of a large number of pending reviews, approvals, and actions. Knowledge of and experience with 10 CFR 710 and 10 CRF 712 program requirements Knowledge of the NNSA operational mission and the technical skills to perform complex analysis, evaluation, and development through implementation of local policies, procedures and standards relative to the CFR requirements. Knowledge and skill of contractual and budget processes. Skill and ability to communicate in writing to prepare oversight reports, recommendations, instruction procedures, graphic presentations and other documents. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
