As a Supervisory Human Resources Specialist (Classification) you will:
Serve as a Supervisory Human Resources Specialist (Classification), providing personnel management advice and assistance to managers and supervisors of dynamic and complex organizations. Provide position management and classification advisory services to supervisors, managers and employees of assigned organizations. Assist managers and supervisors who exercise their delegated authority for classification by advising on classification processes, instructing on the automated classification system, assuring that all necessary technical work is completed prior to forwarding disputed classification packages to HC, and explaining HC advisory opinions on classification decisions. Advise on position management policies including supervisory ratios, appropriate use of assistant and leader positions, fragmented organizational structures, job restructuring, impact on positions or employees with planned reorganizations; and provides recommendations for improvements in position and organization structures considering the full range of life cycle requirements. Develop guidance designed to ensure uniformity and compliance in the functional areas of classification and position management, for use by others within the Shared Service Center (SSC). SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
Experience applying classification standards and classifying position descriptions for various occupations and levels; and Experience researching, analyzing and interpreting a variety of complex issues related to position management and classification; and Experience advising senior management on the impact of changes in positions management and classification structure of the organization; and Experience collecting information and data to perform complex data analysis, evaluate findings and develop recommendations, provide alternative solutions regarding staffing and job classification. Skill in analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues. Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices. Skill in negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested determinations. Skill in written and oral communication techniques sufficient to:
develop/ deliver briefings and correspondence; foster understanding/acceptance of findings; and present arguments/advisory opinions. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
