Technical Information Specialist

As a Technical Information Specialist, you will:
Perform gap analysis to assess comprehensiveness of Office of Scientific and Technical Information Controlled Unclassified Information (OSTI CUI) collection. Provide recommendations regarding web services submission protocols, and resolves issues with submitting scientific and technical information (STI) to OSTI. Review systems to identify potential security weaknesses and recommends improvements to mitigate vulnerabilities. Assess impacts of new or revised federal guidelines on OSTI systems and makes appropriate recommendations to OSTI management. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11, in the Federal service. Specialized experience for this position is defined as:
Analyzing and evaluating metadata requirements, routine metrics reports on CUI submissions procedures, and access limitations for CUI. Planning and executing short- and long-range objectives to improve the availability, accessibility, and comprehensive procedures for the management and dissemination of CUI. Developing requirements, specifications and milestones for enhancement of ingest systems. Recommending changes in procedures and systems to meet evolving DOE and federal requirements. Knowledge of the information management processes used at DOE facilities. Knowledge of OSTI's ingest system, E-Link, and requirements for system changes and enhancements in order to comply with evolving CUI directives and guidelines. Ability to interact with DOE STI points of contact, DOE program officials, representatives from other federal agencies, and other OSTI stakeholders Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
