General Attorney/Attorney-Advisor

As a General Attorney/Attorney Advisor you will:
- Provide legal advice, counsel, and support to the Secretary, the Deputy Secretary, and program offices throughout DOE to further the Department's mission of advancing the national, economic, and energy security of the United States through scientific and technological innovation and the environmental cleanup of the national nuclear weapons complex. - Perform a broad range of legal functions related to the acquisition, award and administration of contracts and federal assistance as well as ethics; labor and employment; personnel; personal property; appropriations and fiscal law third party claims; and litigation. - Review policies, procedures, regulations, technical manuals, and other publications and sources implementing procurements in values. Provide legal guidance in response to inquiries from other DOE offices or inquiries from outside DOE relative to a broad range of legal issues. Assist senior attorneys in advising various offices concerning procedures, laws, and regulations, and various state laws. - Examine formal filings for legal sufficiency and appropriate disclosure and program material for legal soundness and accuracy. Conduct research of laws, legal opinions, policies, regulations, legal texts, and precedent cases bearing on the assignment. - Provide legal advice and assistance with respect to interpretation and revision of relevant DOE regulations and the development and application of alternative dispute resolutions and procedures. - Consult with operating officials, attorneys, industry representatives, and other concerned parties to complete investigations, provide advice and assistance, and provide tentative drafts of legal documents; prepare memoranda, exhibits, and reports outlining and analyzing factual and legal issues, explaining the application of legal principles and precedents, and justifying recommendations and conclusions. - Review formal complaints and prepare well-written letters and prepare memoranda recommending the resolution of legal issues after carefully evaluating the applicable laws, rules regulations and Departmental practices and policies. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume for specialized experience at the GS-13 or GS-14 level must demonstrate at least one year of specialized pertinent legal experience at a level of difficulty and responsibility equivalent to the next lower grade level in the Federal service. The expectation for selection at the GS-13 level will be at least the following:

Specialized experience at the GS-13 level consists of providing legal advice and guidance to senior management, peers, and customers on various complex areas of law. An ideal applicant for this position would have at least two years of specialized experience dealing with contracts and general law, supporting management in matters including but not limited to acquisition, contracting and federal financial assistance, appropriations, labor and employment, ethics and litigation in accordance with federal administrative law and procedure, legal research and analysis in order to be deemed highly qualified. This specialized experience may have been gained in either the public or private sector. GS-14:
Specialized experience at the GS-14 level consists of providing legal advice and guidance to senior management, peers, and customers on various complex areas of law. An ideal applicant for this position would have at least three years of specialized experience dealing with contracts and general law, supporting management in matters including but not limited to acquisition, contracting and federal financial assistance, appropriations, labor and employment, ethics and litigation in accordance with federal administrative law and procedure, legal research and analysis in order to be deemed highly qualified. This specialized experience may have been gained in either the public or private sector.KSAs-Knowledge of advanced theories, principles, concepts and processes which require theoretical expertise applicable to a wide variety of situations, uses, and problems in the law and legal procedures of Federal, state and local governments. -Skill in the examination of formal filings for legal sufficiency and appropriate disclosure and program material for legal soundness and accuracy, investigation and evaluation of various alternative approaches for the improvement or development of laws, codes and legal procedures. -Ability to provide analysis, interpretations, and opinions on a variety of cases and issues from relatively routine to complex and controversial. -Skill in the preparation of written legal materials and conducting legal research sufficient to provide creative options and problem resolutions. -Ability to draft proposed legislation, recommend amendments to existing legislation and review legislation proposed by Congress and other Federal agencies. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
