As a Supervisory Human Resources Specialist (Recruitment and Placement), you will:
Serve as a Supervisory Human Resources Specialist (Recruitment and Placement), providing administrative and technical supervision to subordinate staff necessary for accomplishing the work of the HR program. Administer a full range of internal and external recruitment and placement programs. This includes all recruitment, examination, and selection processes and ensuring compliance with regulations and requirements. Provide advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions considering the total personnel management viewpoint. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
Experience applying analytical methods to identify, evaluate, and recommend to management appropriate actions to resolve complex problems and issues; and Experience researching and interpreting Human Resources regulations, for example CFR (Code of Federal Regulations), DE (Delegated Examining) Handbook, and agencies MP (Merit Promotion) policies and procedures to apply a variety of special hiring authorities to perform internal and external recruiting strategies; and Experience applying the full range of recruitment and staffing principles, concepts, practices, and techniques to produce vacancy announcements, certificate of eligible and code personnel actions; and Experience performing quality reviews on recruitment packages; providing assistance and guidance to managers, employees and job applicants; and Experience using Human Resources automated systems, functional process improvements, and other technologies designed to support and supplement the recruitment process. Knowledge to analyze findings and to provide management advisory services to management officials on HR efforts and programs status. Skill in oral communications to present sensitive recommendations to higher authority and employees to obtain compliance with policies and to represent the agency. Skill in written communication sufficient to develop and prepare HR products and documentation. Ability to lead and supervise the work of subordinates. Ability to accurately assess long-range needs for complex and high technical HR projects and to assess multiple project priorities and interrelationships to other HR initiatives. Ability to gather, analyze, evaluate and interpret information to arrive at an opinion or decision. Experience refers to paid and unpaid experience. volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
