As an Attorney-Advisor, you will:
Provide legal advice, counsel, and support to the Secretary, the Deputy Secretary and program offices throughout DOE to further the Department's mission of advancing the national, economic, and energy security of the United States through scientific and technological innovation and the environmental cleanup of the national nuclear weapons complex. Perform a variety of legal duties relative to a broad range of complex legal issues including:
environmental law and regulatory compliance issues; hazardous waste management and disposition issues; transportation issues; real property transactions; issues related to requests for documents under the Freedom of Information Act (FOIA) and Privacy Act and Energy Employee Occupational Illness Compensation Program Act (EEOICPA); tort claims; issues in anticipation of, and preparation for, site closure; negotiation and preparation for litigation (judicial and administrative) Provide legal guidance in response to inquiries from other DOE offices or inquiries from outside DOE relative to a broad range of legal issues. Assist senior attorneys in advising various offices concerning procedures, federal and state laws and regulations. Serve as a legal expert concerning federal and state laws, regulations and procedures including, but not limited to, environmental requirements such as Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); and the National Environmental Policy Act (NEPA). Advise, plan and implement permit and regulatory compliance negotiations with State and Federal officials and serve as spokesperson on environmental concerns to Federal, State and local officials and legal counsel. Serve as a legal expert to advise senior management officials and present DOE's position on regulatory issues arising from environmental law requirements; safety, security and emergency management regulations; hazardous waste regulations and transportation regulations. Consult with operating officials, attorneys, industry representatives, and other concerned parties to complete investigations, provide advice and assistance, and provide tentative drafts of legal documents; prepare memoranda, exhibits, and reports outlining and analyzing factual and legal issues, explain the application of legal principles and precedents, and justifying recommendations and conclusions. Examine formal complaints and prepare letters, memoranda or other documents recommending the resolution of legal issues after carefully evaluating the applicable laws, rules, regulations and Departmental practices and policies. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
experience with environmental law and regulatory compliance issues; hazardous waste management and disposition issues; transportation, safety, security and emergency management issues; real property transactions and contract law; experience in negotiation and/or preparation for litigation, both judicial and administrative, arising from at least four of the following areas:
NEPA; RCRA; CERCLA; real property transactions; tort claims; Freedom of Information Act (FOIA) and Privacy Act. Skill and ability to communicate both orally and in writing on sensitive matters with a variety of contractor and governmental personnel. Experience refers to paid and unpaid experience. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
