As a Lead Human Resources Assistant, you will:
Distribute and balance workload among employees in accordance with established work flow or job specialization. Analyze in-coming work and conducts pre-processing reviews. Identify processing/data entry errors and/or trends that will be used by HR Specialists within the Processing and Information Systems Branch and Shared Service Center (SSC) to identify possible training needs within the specific SSC or throughout DOE. Participate as a member of working groups, SWAT teams and/or other special focus groups that have been convened to assess unusual or inter-related processing or pay/data entry problems. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
Preparing a wide variety of Human Resources reports using HR Automation systems. Processing variety of personal actions such as accessions, promotions, reassignments, corrections, etc. Assisting with quality assurance/quality control of human resources actions. Providing guidance to customers related to processing actions. Making decisions on complex determinations unresolved by team members through a review of completed work and assessment of policies, guidelines, and regulations. Knowledge of, and skill in applying a comprehensive body of human resources rules, procedures, restrictions, corresponding benefits and options to process all types of personnel actions for employees serving on career, career-conditional, temporary, and limited appointmentsin the Federal service. Knowledge of the OPM Guide to Processing Personnel Actions sufficient to identify the correct nature of action, legal authority code(s), veterans preference, service credit, retirement code, appropriate remarks, etc., so that the RPA is processed correctly. Knowledge of capabilities, operating characteristics, and advanced functions of a variety of software, e.g., CHRIS used to process all types of personnel actions, spreadsheet, and word processing in order to accomplish assigned tasks in the most efficient manner possible withinavailable technology and to devise new methods and procedures for utilizing office automation. Knowledge of local Pay Setting Policies sufficient to determine that the employee's salary was set properly. Knowledge of Pay Rate Determinants sufficient to ensure the correct code was selected for the action/RPA being processed. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
